- Community improvement initiatives are focused on the
downtown area and the Buford Highway Corridor
- A 2004 Study showed that much of Duluth’s development will
be conversions from residential uses to mixed and commercial
uses

- City will continue to implement improvements supported by the
Livable Centers Initiative, Transportation Enhancement and
Congestion Mitigation and Air Quality projects.
- City will strive to enhance connectivity via sidewalk and
roadway improvements
